It is card 025 of 109 in Paradox Drive, printed at Common, and it turns up in the Paradox Drive pack. 77 cards in the expansion are rarer than this one. The art is by Ryota Murayama, who has 16 other cards in the game.
It resembles a mysterious Pokémon described in a paranormal magazine as a Jigglypuff from one billion years ago.
