How to restart in Pokémon TCG Pocket

Restarting means deleting your progress and beginning again until the packs you open at the start are good enough to keep. It is not complicated. It is just long.
The loop, in short
Start a fresh account, skip everything skippable, clear the tutorial, open the packs you are given, and look at what you got. If it is not what you wanted, wipe the account and go again.
The whole cycle takes most people between six and ten minutes once they stop reading the dialogue. That number matters more than anything else here: your total time is attempts multiplied by cycle length, and cycle length is the only half you control.
Keeping accounts separate
The awkward part is that each attempt needs its own identity. Most players use guest or throwaway logins and only bind an account to something permanent once it is a keeper.
Bind too early and you have to unpick it. Bind too late and you risk losing a good pull to a cleared cache. The habit worth building: the moment a pull is good enough to keep, stop and secure it before you look at anything else.
How long it really takes
For a broadly decent start, most people are done inside an evening. For one named card, expect several evenings. For a god pack, the median is in the thousands of attempts — which at eight minutes each is not an evening, it is a month of them.

When to stop
Set the target before the first attempt, not during. Restarting erodes judgement: after two hours a weak opening starts looking acceptable, and after four a good one starts looking not-quite-enough. Written down in advance, the target does not move.
And if the number the calculator gives you is absurd, that is a legitimate reason to buy the result instead. That is the entire reason this shop exists.
